Overview

Nelsend was founded durring the early 17th century in early spring of the year 1611, by Pogotra Quelch. The establishment of Nelsend suffered from several major issues, resulting in the need to develop many solutions to basic problems. Problems such as a lack of fresh water, logistical support, poor quality tools, and the odd monster or two. Howeaver, these were overcome in time.

Nelsend was built using the conventions of Sylvin durring the early 17th century. Naturaly, all settlmentss have their own look to them, and Nelsend is no diffrent. The town's buildings feature delicute timber framework hidden behind layer upon layer of finly ground plaster bleached to an almost glossy white sheen, with green clay tiled roofs and decorative brass-leafed trim. Even the smallest, poorest looking structures appear to be expencive thanks to the extreem elegence of the organic shapes and paterns going into their lofty, spire-y, vagly gothic designs. The more well off folks live in identicle homes, save for even shiner trim and a more whimsical appearance to their structures flowing forms.

Nelsend is buildings are arranged arround a single restrictive paverstone mainstreet with many smaller streets branching off of it which gives the town a over all rectangular shape, albit one warped and twisted by the nature of the curves of the main road. The town emploies a series of defencive earthworks and fences to provide minimal protection against wild beasts and smaller groups of intelegent foes. The town's somewhat suffishent have recently undergone extensive repairs and renovations, such that the repairwork is imeadiently apparent and can be spotted due to the diffring ages of materials. One can't help but wonder what brought the need for those repairs to the town.

Right off the bat Nelsend hits you in the face with its success. Everyone, even the peasants, are dressed in well made clothing. Every tool and implement you can see is finely made, and people will boast to you as obvious strangers of the wonders which can be found in their markets. More interestingly is a total lack of beggars, and plenty of new buildings are going up even as you speak. Somehow this town has come into quite a lot of wealth, and recently from the looks of things. This wealth has brought the town nothing but neurosis, if you can believe your eyes. Everyone acts as if you’re out to take a piece of them. Every door is locked and every window barred. Efforts are made to make you feel welcome, but only in the public areas of the town, particularly the market.

Civic Infrastructure

Nelsend has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Nelsend . They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Nelsend 's parks.

Nelsend has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Nelsend .

Nelsend has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Nelsend has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Nelsend has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Nelsend 's public wards, blessings, and other arcane systems.

Nelsend possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Nelsend 's grid is powered by a god's will and kindness.

Nelsend has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Nelsend 's natural decorations nor waterways.

Nelsend has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Nelsend has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

Religious leaders are influential in almost any community, but in Nelsend they make up the final authorities. It may be an explicit theocracy, with rule by the clerics of a particular faith, or a temple might be so important and powerful that the official leaders are helpless to resist its will. The locals can be expected to be loyal adherents to the faith, or else the less pious majority is deeply intimidated by the religion’s believers.

Nelsend 's bank was built using a different architectural style from the rest of the town. The style used is best known for the combined use of arcuated and trabeated construction, employing arches and constructed with post and lintel. The arch served as the style's chief structural element, with flanking columns serving as buttresses or decorations. While the general shape of their structures could be generously described as simplistic, the use of these arches and columns created a most distinct ascetic which is easily distinguishable on sight to armatures and experts alike.

In Nelsend every night at precisely midnight every structure in town is engulfed by sailors fire until the end of the witching hour.

The Cloud Dragon, Wyrmling near Nelsend are known to be almost tame, such that they can be put to domestic use.

Nelsend 's citizens partake in a curious ritual relating to their local kami. It takes place in summer and involves gestures to channel Necromancy energies of tier 3 via moments of science.
